Expert Worgkgroup on Space Hazards: Issues
SECTION “ASTEROID-COMET HAZARD”
• Coordination of the activities of the initiative groups in the institutes of the Russian Academy of Sciences, higher educational institutions and other organizations in Russia working on the problem of asteroid-comet hazard (ACH);
• Development of a system of priorities, stages and proposals for the development of actions in the field of ACH;
• Preparation of a draft of the Integrated Target Program for the creation of a system that provides solutions to the problems of ACH and space debris;
• Preparation of the concept of the federal targeted program to counter space hazards;
• Creation of an information system on space hazards in terms of the ACH problem;
• Participation in the development of proposals for specialized space missions to the small bodies of the Solar system;
• Monitoring the progress of research and the implementation of programs, discussion of results, development of proposals and recommendations for the Council of the Russian Academy of Sciences on Space, Roscosmos and for international organizations;
• Development of proposals for the financial support of work on the assessment of the state of man-made environment in near-Earth space (NES);
• Organization and carrying out an examination of proposals on the subject of the group, sent to the legislative and executive authorities of the Russian Federation, Russian Academy of Sciences, ministries and departments of the Russian Federation by organizations, legal entities and individuals.
SECTION “SPACE DEBRIS”
• Determination of research directions, development of recommendations and a list of tasks solved by RAS institutes in the field of studying technogenic contamination of near-Earth space (NES);
• Preparation of a draft Integrated Target Program for the creation of a system to solve the problems of asteroid-comet hazard and space debris;
• Preparation of the concept of a Federal Targeted Program to counter space hazards;
• Development and examination of projects and plans for fundamental and applied research and other works carried out by institutes of the Russian Academy of Sciences on the problems of technogenic contamination of NES, their coordination with the Inter-Agency Working Group and work plans of the International Inter-Agency Space Debris Coordination Committee;
• Coordination of work and interaction of RAS institutes with organizations of Roskosmos, the Ministry of Defense and organizations of other Russian departments, including the creation of the Automated System for Predicting Dangerous Situations in Space within the framework;
• Development within the Russian Academy of Sciences and in cooperation with other Russian organizations of the information interaction schemes for collecting, storing, processing and analyzing scientific information on the state of man-made space environment in NES;
• Examination of scientific programs for the study of the man-made space environment situation, reducing the contamination of NES and regulatory documents on the problem;
• Monitoring the progress of research and the implementation of programs, discussion of results, development of proposals and recommendations for the Council of the Russian Academy of Sciences on Space, the Interdepartmental Working Group on Space Debris and for international organizations;
• Coordination of work at the institutes of the Russian Academy of Sciences on the system of collecting, storing, processing and analyzing the state of the technogenic space situation in the NES;
• Development of proposals for the financial support of work on the assessment of the state of man-made environment in the GST.
